Abstract

Currently, the Vietnamese government orients the distribution of land resources within the region to ensure regional linkage. This regulation helps in the economical and efficient use of land. Moreover, it overcomes the land use spreading for the same purpose in regional provinces. However, this provision has not been focused on in regional planning, and no land use criteria are associated with regional linkage. On the other hand, protecting diverse landscapes and natural ecosystems and responding and adapting to climate change in regional planning are facing many difficulties. The reason is that no land use criteria and indicators are associated with landscape ecology and climate change. This research identifies the need to develop and proposes a set of land use criteria and indicators integrating factors of landscape ecology, regional linkage and climate change for regional land distribution. The Delphi method was used to obtain expert opinions on the criteria and indicators. As a result, 63 indicators for land use have been developed and belong to 5 criteria, including Economy, Society, Landscape Ecology - Environment, Regional Linkage, and Climate Change.
